CCBC Minimally Affected by Illegal Immigrant Tuition Law

Less than two dozen students would qualify under the new law, according to college president.

 

A new law granting in-state tuition for illegal immigrants attending community colleges in Maryland won't have a dramatic effect on the Community College of Baltimore County.

Sandra Kurtinitis, CCBC president, told council members Monday night that only 20 of the college's 74,000 students could potentially qualify under the law.

Kurtinitis called the issue "challenging" but said CCBC has not broken state law and allowed illegal immigrants to pay lower rates "like our colleagues down the road."

Kurtinitis later acknowledged she was speaking about Montgomery College, which is the subject of a lawsuit. Del. Pat McDonough, who is involved in the lawsuit, said the community college system has cost taxpayers $6 million by allowing illegal immigrants to pay in-state tuition rates, which he said violates state and federal laws.

"We follow the law," Kurtinitis said. "Everyone pays what they are required to pay."

Kurtinitis said the 20 illegal immigrant students enrolled at CCBC pay the international rate.

The bill, passed during this year's 90-day General Assembly session, allows illegal immigrants to pay in-state tuition rates if they attended a Maryland high school for three years and can prove their parents paid taxes.

The change is expected to cost the state at least $3.5 million over the next five years, according to state estimates.

Some legislators who opposed the law, as McDonough did, said they expect the change to increase the number of illegal immigrants attending community colleges at in-state rates—which are much cheaper than those paid by out of county and out of state students.

"We do not anticipate that we will see a large growth," Kurtinitis told the council.

I cannot believe our state legislators have passed a law allowing illegal immigrants to obtain in-state tuition. Good grief....they are NOT paying income taxes into the state tax base to support this.

This has more to do with politics and politicians expanding their voter base. The truth is that this issue was allowed to get out of control and the cost to try to deport the illegals would be astronomical. I guess that the Govt is throwing in the towel and trying to ensure that they benefit at election time.Of course the Feds don't have a problem suing Az. for trying to enforce federal law.

Robert, rewarding them for breaking our immigration laws is sticking your head in the sand. Just because they are here and the parents of these ADULT (over 18) illegal immigrants paid 3 years of taxes in no way means we must now give them additional privileges. This law only makes Maryland even more of a magnet for illegals.

So two dozen qualify at one community college right off the starting line. How many will it attract next year, and the next?? $3.5 million in taxpayer money. Shameful.

Im still hung up on the whole illegal thing. Oh and we know who and where they are, yet our laws are not being enforced. Then we pass a law that says , Yes we know there is a group of people in violation of the law but we would like to give them something. How does this make any sense at all? How is this even legal?

I don't think entering a country illegally is a misdemeanor. I think that is a very serious offense. I am for legal immigration, there is a process for a reason. We should not cater to those that don't respect our laws, and all our laws should be enforced.

"According to the Nationality Act Section 237 (a)(1)(B) illegal aliens commit a misdemeanor crime punishable by deportation. After being deported, should an illegal alien return to the United States, their crime is punishable as a felony which includes detainment for protracted periods of time."

It's a misdemeanor

I will reply to both of Robert's comments and their flaws. Robert does not excel in extracting links in his research to support his agenda.

Number one, the choice of the word Sheriffs is incorrect. The article references an interview with one law enforcement official, therefore the word "Sheriffs" is incorrect. It should read Sheriff as in singular. The date of publication was in 2010.

As to your quote on "Here's the law," you need to read what you wrote.

"After being deported, should an illegal alien return to the United States, their crime is punishable as a felony which includes detainment ..." as per Robert's own comment. The important quote is, "their crime is punishable as a felony."

After the word "misdemeanor" there should be a period.

I will repeat it slowly for you; "PUNISHABLE AS A FELONY!!!" Misdemeanors are not usually associated with incarceration of more than one year.

You should go back to the link that I posted regarding the exact section.

Really? No big deal??? Well, let's see if ppl are still saying this when word get's out that Maryland favors illegal immigration. Take a look at California. They welcome them with open arms. Their hospitals are suffering as resources are being depleted, their public schools are busting at the seems and crime continues to be a major problem. That's the not-so-distant future of Maryland (it's probably a reality right now). I live in the same neighborhood as a "club" that has turned into a haven for illegals and their gang activity. The place used to be decent, a few fights now and then between drunken patrons..."no big deal". Now, there needs to be police presence when the place lets out (costing tax payer money and takes away from other areas needing attention), there have been multiple stabbings and one robbery by a known MS-13 member. Yeah - this is what I want in my community. But keep making things easy on them and this is what you'll get. Let's roll out the welcome mat and host a Cinco de Mayo party while we're at it. WE CAN'T AFFORD THEM ANYMORE!!! They're presence here is starting to affect the legal residents (longer wait lists for Pre-K, longer ER wait times, etc) and that I cannot tolerate. Killing this bill certainly doesn't solve our problems but it will keep from opening a bigger can of worms.

Buzz is out of touch with reality. The Sheriff I quoted is in charge of law enforcement of Pima County. Pima County is one of the counties that directly border Mexico. LOL Who am I to believe when it comes to border security? The Sheriff of a bordering county or Buzz from Dundalk?

I also linked an article which had quoted several Sheriff's from New Mexico saying there wasn't any problems there either.

William, PC and all of its entitlements are eroding this nation. People like Robert have no concept of the reality regarding illegal immigration.

Last night in Australia immigrants rioted and burned down the detention center.

California is now one of the worst states in the union to live as per Forbes Magazine. But that's OK, as long as the entitlements keep rolling in for them.

Read Robert's comments and you will have a good idea of what you are dealing with.

He never responds to questions unless they fit neatly into his agenda.

Everything is OK on the border though. So I guess the recent and ongoing documentary titled "Border Wars," must be talking about another planet.

I have never used the word Dunghead. I don't receive any government assistance and I pay more than the average American makes per year in taxes. When did I bring up the word "beach" and how exactly does one "condense"?

Illegal immigration isn't a problem in this country. Like I said, it's just an issue which the likes of Faux News uses to keep the old bitter white people in a tizzy. It keeps them from focusing on the real problems the country faces.

CCBC's President obviously does not get it. It does not matter if it affects 20 or 20,000 students. If this law is allowed to take hold, students will flood from other states that don't allow it, crowding those out who have been lawful citizens since birth. We are also running a $1.1 billion structural deficit, how do we propose to fund it?
