Reporter, Community Leaders Among Marks' Citizens of the Year

Three residents were recognized, including one from Towson, one from Loch Raven and one from Perry Hall.

County Councilman David Marks honored three of his constituents with "Citizen of the Year" awards, he announced Monday.

Former Towson Times reporter Loni Ingraham of Knollwood, Ridgeleigh Community Association president Bill Deysher and outgoing planning board member of Perry Hall received the awards.

Ingraham after 24 years at the Times. Bill Deysher leads what Marks called a "resurgent community association." Hoover, who spent a decade on the Baltimore County Planning Board, advocated for the and a .

All three will receive a County Council resolution.

Suzanne, I am very aware that there are many others in the community who deserve an award more than myself. However, I am grateful that David Marks has chosen to recognize someone in our community, not because it is good for me, but because it helps us to let people know what a great neighborhood we have. While Ridgeleigh is not immune from the problems that we share with other neighborhoods in the Baltimore metropolitan area, we are very fortunate to have kind, generous, and talented neighbors who are willing to volunteer their time in order to help solve these problems. I feel that I personally owe all of these volunteers a debt of gratitude.
