Curtis Waters of Towson sometimes rides Jimmy's Cab but the other day he had trouble getting out. When Mr. Waters car broke down he flagged down a Jimmy's cab in front of Towson Town Center and asked to be taken to the Lutherville Light Rail station. The taxi was being driven by Gene Felix. After entering the cab, Mr. Felix proceeded northbound up York Road but did not know where the light rail station was. At that point, Mr. Waters said he was leaving the cab. Mr. Felix asked for the fare. Mr. Waters at that point asked to see the cabbie's license. I told him that I did not have the license on me, that I had received a ticket and was allowed to operate the taxi on the ticket. Mr. Waters said "I'll tell you what, I will pay the cab company but not you" At that point Mr Waters tried to exit the cab but Mr. Felix sped off northbound on York Road at a high rate of speed. "I had no choice said Felix. The passenger refused to pay. If I try to restrain him,that would be assault, The only thing I can do is look for a cop.
Witnesses said that they observed someone shouting out the window of the taxi that they were being kidnapped. The cab was eventually curbed near the Cockeysville Walmart. Mr. Felix was charged with disorderly conduct and failure to let out a passenger. Baltimore County Police did not charge Waters.
