Cockeysville Man Arrested In Towson Shooting

Police say the shooting occurred outside Charles Village Pub early Sunday morning.

A Cockeysville man has been arrested and charged with attempted murder in connection with a Towson shooting early Sunday morning.

Francis Minsung Kang, 26, of the unit block of Brook Farm Court in Cockeysville has been charged with attempted first-degree murder, first-degree assault and use of a handgun in committing a felony.

Around 2:05 a.m. Dec. 16, officers on a routine patrol heard gunshots coming from the unit block of W. Chesapeake Avenue, according to an email from Lt. Robert McCullough, a police spokesman.

The officers were able to immediately stop a truck they saw fleeing the scene and arrest Kang, McCullough wrote.

Investigation revealed that Kang was involved in a fight outside Charles Village Pub. As he was leaving the location he allegedly threw a bottle of Gatorade at a woman and a fight ensued, McCullough wrote.

Kang then allegedly pulled out a handgun and fired five shots into a crowd, stiking one man in the hand, McCullough wrote. The victim was treated for a minor gunshot wound, but his condition is unknown at this time.

The suspect is of Korean descent, and his race makes up the smallest percentage of criminal offenders in the United States. Want to guess who makes up the largest?

Good job by the cops. Guy does not have much of a record but the wanna be tough guy is in for a tough ride in prison.
Andrew Boone December 17, 2012 at 11:44 AM
I know the "wannabe tough guy", I've known him since elementary school, and he is not a tough guy at all. He's a good guy; always has been. None of us have any idea what really happened just because we've read a news article. I don't mean to make excuses. He clearly lost his sh*t and that's not acceptable, and there have to be consequences for that, but he's been a good person as long as I've known him, which is a long time, so let's hope he's not in for too tough of a ride in prison, because if someone like him deserves that kind of suffering, than there's not many of us who don't.

Your not so tough, good guy, could have killed 5 innocent people. Am I missing something here?

Just wondering where our favorite county executive is on this one. How come he isnt calling for CVP to lose their liquor license.
D December 17, 2012 at 02:07 PM
I agree he might be a good guy, but, why was he carrying a gun?????
Holton F. Brown December 17, 2012 at 02:37 PM
andrew.. if he's a "nice guy" why did he toss a bottle of Gatorade at the lady .. and why did he pull out a gun and fire off some rounds.. ... but do I detect a bit of sarcacism in you post ... sounds a lot like felicia's post about the kid who stole the car and "accidentally" tried to run down the county cop ... also has any called pat mcdonough to get his take on a korean from cockeysville causing trouble in towson .. LOL

From the info on MD SDAT it appears that Kang lives in a half million dollar house owned by his parents who live in San Diego. He appears to be just another out of control spoiled rich jackass who thinks he can do whatever he likes.

Why is his photo not posted like you do when the suspect is black?
Nayana Davis (Editor) December 17, 2012 at 04:56 PM
Mel, Police did not provide a booking photo before this article was published. We've updated with one now.

Don't care what race you are. There is no right to carry law in the state of Maryland. Why was he carrying a gun in the first place? Could have killed a lot of people.
Raina December 17, 2012 at 05:11 PM
He is another sick freak if he fired a gun into a public place period! I don't care what the hell country he comes from, really, it's these violent assholes that ruin our world. I hope people stop making excuses for these mentally ill violent criminals!!! They can't help the illness but sure as hell help the violence that ruins families and communities every forsaken day!!!! Nice, my ass

Get off the black kick. A person commited a crime and it doesn't matter what race it's wrong. Unfortunately most of the crimes are commited by blacks.

A rich kid with a gun ...
Jason Morgan December 17, 2012 at 06:47 PM
If you read the article, then you know a biased side of the story. Do not make an opinion, do not start makin stories, and do not believe what other ppl are sayin. He is a man who made a mistake, and is payin for it. This man is a good guy who i have known my entire life. Everyone makes mistakes, and yes, this was a big one. But there are multiple sides to every story, so dont go making assumptions just because you read an article, mostly of police statements. Who were not there during the altercation or shooting... If you were out numbered and in fear for your life, how would you react?!
Kristen December 17, 2012 at 07:36 PM
It is illegal for most people in Maryland to carry a concealed weapon. Regardless of the altercation, this guy should not have been carrying a gun and should not have fired shots in a crowd. I hope he gets convicted. I can't believe there are people on here defending his actions.
Jason Morgan December 17, 2012 at 08:15 PM
Again, you do not know the story. You don't know if he had a license, you don't know what happened in the altercation, and just because you read a one-sided article that doesn't necessarily have all the correct facts, you can make judgement on a man who has done nothing but good and had to fight and struggle through so much. People make mistakes, and he will face the consequences. But do not think you know him and the entire situation because you read a 15 sentence article about the incident...
Needaname December 17, 2012 at 09:12 PM
'.... If you where out numbered and in fear for you life, how would you react ?' - stop going to bars, drinking, being obnoxious and under no circumstances do not carry a gun. All you youngsters can start by doing that.
Needaname December 17, 2012 at 09:14 PM
I cannot believe what I am reading. Do you realize someone could have been killed and for that he would live with his 'mistake' for the rest of his life. He would have welcomed a beating by a group, rather than a gang rape in the clinker ! What do you think hurts more ?
M. Sullivan December 17, 2012 at 09:29 PM
Jason, this guy's 26 years old, living in a pretty nice house owned by his parents on the other side of the country, so he probably doesn't pay rent. Exactly what kind of "fights" and "struggles" has he had that we should forgive his uncivilized and potentially deadly rampage? Did his daddy make him get a job to pay the utilities on his half million dollar house? Did people make fun of his silly beard? Since you supposedly know him so well, please enlighten us all!
Jason Morgan December 17, 2012 at 09:42 PM
Cynical ass comments, blasting some1 you dont even know. You can just be clueless and ignorant, just like the rest of them...
M. Sullivan December 17, 2012 at 09:45 PM
Please, clue us in as to why we should have any sympathy for this Bozo! Help us to lose our ignorance regarding this upstanding gentleman.
Steve December 17, 2012 at 10:36 PM
LOL Another "law abiding" CCW permit holder. That just goes to show you that the whole CCW are somehow more "Law abiding" bit the Nutters trot out is utter BS.
bob December 17, 2012 at 11:02 PM
Maybe it's because his buddy owns CVP.
Kamenetz Is Doing A Great Job December 18, 2012 at 01:42 PM
Kamenetz made the same consistent statements with each and every bar-related crime incident: the liquor license holder can't evade responsibility just because the crime occurred outside of his door, when the bar was the earlier intervening cause (serving intoxicated customers, drawing oversized crowds). By the way, the Recher entered into a written plea agreement with the liquor board.
Katy Peters-Rodbell December 18, 2012 at 02:18 PM
I can't believe the folks on here who are calling Kang a good guy. He fired a gun into a crowd! It's just lucky that nobody was killed. And what was the reason for firing the gun? Because a fight ensued after somebody threw an energy drink in someone else's face? I look forward to this guy going to prison.
Towson Resident December 18, 2012 at 03:16 PM
While I completely understand no one knows the whole story, no matter how the altercation started there was no reason for a gun to be fired period. You cannot argue that. Under no circumstances should someone have a gun in public, regardless if you have a license or not; unless you are a police officer, which he is not. To argue that we 'read a 15 sentance article' & we do not know the 'facts' makes YOU look clueless and ignorant, not us. My grandfather is a retired police officer and he didn't even carry his gun with him when he was off duty, why should this person feel so entitled to carry one on him while he is out drinking? Put yourself on the other side of the story, if a loved one or a friend was killed or injured because someone made a snap decision that they were 'outnumbered and in fear of their life', how would you feel? Would you argue then that this person just made a mistake? I would say this is larger than a mistake; for you to defend him it absolutely asinine.
Anonymous December 18, 2012 at 04:05 PM
Considering he stopped driving his truck to get out and reach for his weapon, when he could have driven away, it is clear that his intention was to shoot someone. Do I think he's a bad person? No. Do I think he's a complete idiot for stopping the truck, reaching for a gun, getting knocked out, and then getting up and trying to hit someone and missing almost every shot when shooting into a crowd? Hell yea! He'll be booked for a while, so stop defending him. I know the scenario, I was there.
K Blue December 22, 2012 at 07:59 PM
I am pleased to see that the State has charged him with the mandatory minimum handgun violation. Permit or no permit, this individual used this handgun outside acceptable permit parameters and for that he needs to be held accountable regardless of whether he is a good guy or not. No exceptions should be made for anyone. If he is as good a guy as some say, he would recognize this.
