I recognize this guy! At approximately 5:30 p.m. several weeks ago I found him lying next to the big storage building on Joppa near Virginia Avenue. I called 911 not knowing whether or not he was dead. He couldn't have laid down in a worse spot. It is where area dogs are taken to relieve themselves. I actually have a photo of him on the ground. I've seen him sleeping behind the vacant Burger King on Joppa & Virginia.
