Huff To Withdraw Protest Buffer Bill

The bill, introduced last month, has come under fire for being unconstitutional.

A bill restricting protests near schools in Baltimore County will not get a hearing or a vote later this month. Councilman Todd Huff said Monday that he will withdraw the bill that bars protests within 300 feet of a school and prohibits protests within one hour before or after school starts and ends. It would have also been illegal to block or prevent the use of public streets, sidewalks or other spaces while protesting. Violators would be subject to a fine of $1,000 or up to a 90-day jail sentence or possibly both. The bill has been criticized since it was introduced two weeks ago. Dr. Houk's Condition Improves Following Towson Accident

Houk, an internist, was struck by an SUV Thursday while jogging to work—an activity for which he gained local recognition.

Dr. Ted Houk, well-known for his daily runs to work, is in better health after a Thursday SUV accident left the internist with severe injuries. Houk, 50, of the 1700 block of Kurtz Avenue in Lutherville, was listed in critical condition following the accident, but has since been upgraded to serious condition, said Karen Warmkessel, a R. Adams Cowley Shock Trauma Center spokeswoman. Houk was flown to shock trauma—where he remained Monday—after he was struck by 2005 Toyota Rav4 driven by a 65-year-old woman, Baltimore County Police said. Jogging Doctor Highly Regarded Among Colleagues

Ted Houk, an internist who achieved local notoriety for his daily runs to work, was struck by a minivan in Towson Monday morning.

Dr. Ted Houk, a well-known fixture on York Road and Charles Street who was severely injured after he was struck by a minivan Thursday, was praised admirably by his colleagues. "He's a very pleasant, caring person, and that's what would come out every time we talked," said Neal Friedlander, chair of the hospital's department of medicine. Houk, 50, of the 1700 block of Kurtz Avenue, was airlifted to Maryland Shock Trauma from an area near N. Charles Street and Chestnut Avenue, Baltimore County said. Emergency crews were dispatched to the scene at 8:12 a.m. Thursday. Police said he is listed in critical condition. Police: Baltimore County Employee Alone, Plowing Snow Before Death

The 57-year-old Belcamp resident was pronounced dead at Franklin Square Hospital.

Baltimore County police are now investigating the death of a county property management worker who died Monday while plowing snow. The Maryland Office of the Chief Medical Examiner ruled that Philip Wayne Higgins, 57, of the 4400 block of Declaration Circle in Belcamp, died from multiple injuries, and ruled the manner of death accidental, Baltimore County police said.  Baltimore County Fire Department crews responded to a report of cardiac arrest at 11:34 a.m. in Kingsville. A bystander discovered Higgins lying about 10 to 20 feet away from his county-issued 2012 Ford F-550 truck in a county-owned parking lot at the former site of the Gunpowder Falls Golf Course, according to a news release. Man Allegedly Attempts To Steal His Vehicle From Towing Company

An accused co-conspirator reportedly rammed his car into a gate at Pollard's Towing.

Two men were arrested after an attempt to steal a vehicle that had been seized by Pollard's Towing. John Kevin James, 22, of the 100 block of Chapletowne Circle and Devin Maurice Johnson, 21, of the 4000 block of Mispillion Road were arrested on charges of burglary Saturday, according to a Baltimore County Police Department report. Police said Johnson pulled his vehicle into Pollard's, striking a gate and causing damage to it. James then alledgedly exited Johnson's vehicle, hopped over a fence and got into his vehicle, which was towed for illegal parking. Disabled Man on Electric Scooter Struck By Vehicle at Towson University

The incident occurred on Cross Campus Drive.

A disabled man on an electric scooter was hit by a car driven by a student on Cross Campus Drive at Towson University Tuesday night, Baltimore County Police said. Campus newspaper The Towerlight broke the news of the incident. The incident occurred around 7:30 p.m. as the man was going through a crosswalk near the college's Glen Tower A, police said. The car was traveling west-bound on Cross Campus Drive. A dispatch officer did not know the man's condition, but a Towerlight journalist, who spoke to a passenger in the vehicle, reports that he was transported by ambulance.

In the minutes after Baltimore County Council member Todd Huff was pulled over for driving without headlights, the first-term Republican apparently called Baltimore County Police Chief Jim Johnson multiple times and said in one of the calls he had been drinking before operating his county-owned Jeep. School Staff Receiving Active Shooter Training

The Baltimore County Police Homeland Security section is providing the school system with training on what to be aware of in case of a school shooting.

The Baltimore County Police Department is collaborating with the school system to provide staff with more training in dealing with potential school shooting situations. The heightened concern comes after an attack at Perry Hall High School and a gun incident at Stemmers Run Middle School earlier in the school year. "We are working on making sure that the leadership of the schools, principals, fully understand our protocols," said Dale Rauenzahn, executive director of school safety and security. County Police: Cause of Towson Doctor's Death Undetermined

The Baltimore Sun reports that Nikita Levy, a Johns Hopkins gynecologist who was being investigated for allegedly using recording devices on his patients, committed suicide.

The Baltimore Sun is reporting that an embattled Towson doctor who faced allegations of recording his patients committed suicide, but Baltimore County police are declining to confirm what the newspaper has reported. Nikita Levy, a Johns Hopkins gynecologist, was discovered dead at his Hampton Lane home Monday morning, according to The Sun. Levy was being investigated for using recording devices, including a camera hidden in a pen to take clandestine pictures of his patients. The Sun article lists suicide as the cause of death, and alleges that Levy wrapped a plastic bag around his head and filled it with helium. Nearly 1 Year Later, No Suspects in Fatal Towson Hit-And-Run

Towson University student Ryan Bailey was pronounced dead at the scene on York Road near Washington Avenue.

Nearly one year later, Baltimore County police have not been able to identify the driver in a hit-and-run incident that left a Towson University student dead. "For our closure, it's important to find the person who did this," said William Bailey, father of Ryan Bailey, a 20-year-old student who was killed on March 31, 2012. At around 1:50 a.m., police and fire crews discovered Ryan Bailey dead at the scene near York Road and Washington Avenue. Investigators determined he was walking northbound when an older model silver or white boxy style car that was traveling northbound on York Road in the same lane struck Ryan Bailey and knocked him toward the sidewalk.
