Jack: I can answer that. County policy allows the councilmembers to use the county cars for transportation to and from a job. In an earlier story, I reported that the county totals up the mileage each month and charges the councilmember for personal mileage using a flat calculation that 10 percent of the miles are personal. Logs of actual mileage use are not kept.

Kevin: My understanding from the councilman is that the contractor does painting and dry wall contracting. I'm trying to find some of the votes he abstained on that are relevant. There is one I remember but not enough detail to speak on it so I won't.

Dennis: I don't think that question gets asked if the county is holding them until it receives the approvals required by law. If they had them sitting in the garage for months or years after receiving the approvals, then those questions might get asked.

Chuck: Actually, they were purchased through donations raised by the Baltimore County Police Foundation http://www.thebcpf.com/ a nonprofit supported by businesses in Baltimore County.
Gifts from this group and others are common enough that the county has a law outlining the public process by which they are handled and approved.
In this case, a step was skipped.
