Independent Investigations Division Releases Report On Officer Involved Deaths

BALTIMORE COUNTY - Maryland’s Independent Investigation Division (IID) has released its first report on officer-involved deaths. The report covers the IID’s work from October 1, 2021, through September 30, 2022.

The IID was created in the spring of 2021 as part of a large package of police reform measures. The division was tasked with “investigating all alleged or potential police-involved deaths of civilians” throughout the State.

Attorney General Brian E. Frosch announced the report, expressing his hope that the program will bring more accountability and transparency to Maryland police.

“For the first time, Marylanders who died at the hands of police would not have their deaths investigated by the same police agency that employed those officers. It was a true step toward impartiality and fairness,” Frosch said.

When an incident occurs, the local police department that employs the involved officer(s) must immediately contact MSP’s 24-hour hotline.

After the call is placed, IID personnel, civilian investigators, an attorney, the public information officer, MSP personnel, homicide and/or crash team investigators, and crime scene technicians respond to the scene.

The IID reviews all evidence of the incident, including body camera footage, eyewitness accounts, and surveillance systems, before determining if the officer involved was at fault or warrants disciplinary action.

IID provided several graphs analyzing the incidents, including information about the jurisdiction, the age of the victim, and information about the officer involved. All graphs and data analysis from the report can be found here.

Baltimore County was the subject of 2 IID investigations in 2022, and of those investigations, one has been resolved.

The first 2022 officer-involved death in Baltimore County occurred on May 4, 2022. Officers shot and killed Ralph Joseph Picarello III at his home. The IID has resolved this investigation. You can see the full report here.

The second officer-involved death occurred on June 5, 2022, when officers shot and killed 66-year-old Joseph Robert Henry Thompson. This investigation is ongoing, and IID is yet to release a report.
